I understand what you mean about creating tools. What I'm saying here is that link exchanges are just not the way to go for link building. There are many things one can do to get positive and ethical links - creating great articles/content and tools are just one way. Not to dig on you or anything, but if one is not willing to do that or another ethical method of link building then your not really doing what is required to get positive and ethical SEO results that work and will retain some value.
